I never thought she looked like her from the beginning of YOU saying it was her. They're both Hispanic & that's it! Her face & body is a lot different than Lucia's IMO.

It's not the first female character in gta history. We had a female character in gta 1 from 1997 and in the gta 1 dlc that came out a year or two after that. So this will be the third female character in a gta game.
