I'll put it this way: The mathematics and information content of the universe are likely more fundamental than the particles and forces are.
Mathematical truths like 1+1=2 could be the bottom layer of all of reality. The universe may exist simply because a computable function exists that defines the way our forces work. Perhaps, all computable functions exist and we just arose in one of them.
