I think its alright, but a but over the place.

I think it is Regina, as during the main series her eye colour changes from red to blue and I think it’s a nice throw back to that. Also I really like her design

She can be either a black Cure, or a red Cure. Both work. Also she has a bit of gothic lolita design which is a first for a Cure. Also first Cure with heterochromia eyes!

If this is Regina (and god help Toei if it’s not Regina) then I am so delighted! The color scheme is exactly what I thought would look good with Regina’s color scheme what with black and white contrasting Aguri. As for the eyes I am so fascinated at the choice to have both her red and blue eyes which reflect whether she is in control or corrupted or not so it’s interesting to see this reflected. All I can say is please have this be Regina. She is my #1 choice for secondary character who isn’t a cure but deserved to be. And seeing this nearly made me tear up.

Like others have said, the design's a bit too busy for the usual style of DokiDoki Precure, but it definitely seem to be Regina.
Rather than the weird idea of Fusing Precure together, my guess to explain the mixed Suit Emblems and Colors would be that the Form required the power of the other Precure to achieve, to become the Monarch that can Protect her Kingdom - Cure Monarch!
