I hate to say this, Conrad, but given the culture of many of the residents of the region of Western Hispaniola once known as Haiti, specifically the gang culture there, they could get as much as they wanted with UBI and the gangs would just take it for themselves and leave the people with practically nothing. It's probably for the best that Haiti is no more and its people have largely tried to get out of there and make it to safer places to live where they could actually take advantage of a basic income, as is their right, because another basic right of human beings is the right to live in safety and to make the best life for themselves that they can. Living under gang rule is not conducive by far to living one's best life possible, no matter what income one receives.
