It’s an interesting twist but it also makes sense.
Vander treated Zaun like a community that could get through the hard times. He was afraid to repeat what happened on the bridge, the revolution didn’t even make it across.
Silco hardly achieved much beyond poisoning his people. When the offer did come, he couldn’t do it when it came to Jinx.
Then we have Jinx herself. A child of Zaun who not only hit Piltover, but lived to tell the tale. She’s not the leader type, but by becoming a symbol, it seems like she’s gotten the acceptance she wanted. It’s probably a bit jarring for her, but her reaction seems more like relief that she’s more than just a destructive ball that crushes everything around her.

I think Jinx will be symbol, but true leader will be Seivika. She will guide Zaun, plan and manage, just like Silko himself. And Jinx will shine as an inspiration and charisma for the them.

Honestly people chosing Jinx as leader just shows how naive and short minded populace can be when need to belive on something. She never cared about Vander values, for years she willingly and happily worked for Silco, his politic opposite, and never cared about Silco trash talking Vander, neither cared if Silco and her were stepping on the less fortunate to archive power. Now the same people who she would gladly kill and crush are praising her because she landed an Attack when Piltover was about to grant them theor expected freedom. And people are following her to the abysm for the worst reasons, because she feeds their wish of "revenge" without noticing that they are being used and sacrificed by someone who dosen't care for them at all.

I’m wondering now: If Jinx becomes a messiah-like figure, how would that inform her potential dynamic with Viktor - who himself, in the games, becomes an unwilling messiah/herald?
And if they are both reluctant heralds of change then how would that affect the story if they were to meet or come into conflict?

Jinx being a messiah by accident is within her essence, the problem is that she really did not seek to be one, a tremendous weight is going to fall on her exposed shoulders, she was never committed to the cause, she listened to Silco but with total disinterest, she dont believe in Vander, everything she did was to receive Silco's love, she did not do it for Zaun, now things are different, Zaun's little hope is going to used her as a symbol for a war in which no one will be safe. She is going to have to show her face to be something she never believed in.
