The location is the N-15 National Highway in Pakistan's Khyber Pakhtunkhwa province. Although I have also experienced this twice in India's mountains too.

Where are the kids' parents? Their Mother will be somewhere nearby overseeing the operation. Their Father is most likely a labourer working nearby. So the parents run this operation on tourists as an additional source of income.

What can you do? Slowly manoeuvre around them. I stopped once and learnt the hard way. The kids will latch onto your bike and start pressing your horn to signal others to come help them. They'll hassle you until you pay them. Whatever you give them, they'll keep hassling you for more.
