The funny part about this is that, IIRC, this program was axed because the military feared it would have made the US' first strike capability *too strong*. The concern was that this would have broken the deterrence of Mutually Assured Destruction and risked provoking a Soviet preemptive nuclear strike.
MAD relies on being able to retaliate decisively against the aggressor before your own destruction to, y'know, Assure Mutual Destruction. But if your enemy has the ability to initiate a first-strike without fear of effective reprisal, all that Assured Destruction is suddenly coming down on you and you alone. That means that you only have 1 effective option left, and that is to make the first-strike yourself, so at least when you lose, your enemy won't win.

I always put it this way simply, if the US had one motto for its armed forces it would be "Do not make us improvise" or "It's not a war crime the first time" more or less sums up the overall attitude of the US military. When in doubt if you say we can not do it...by God we might not...but we will throw the kitchen sink at it to make sure...literally
