This scene was misunderstood he just wanted to see the girl float like the flowers... and when he didn't see her you can clearly see the concern in his eyes and him slashing the water to get her back,them he tries to be good and even with his limited intelligence knew he needs to go find her and thought she went somewhere else thats dangerous.
