actually, ut doesn't fully charge your super.
you just respawn with however much of your super you had before you died
previously, regardless how much super charge you had, you'd always respawn with 0. so they change it

That's how he was on release, it even said on his stats that he has the trait that makes him start with super. But they removed it because of heist.
Honestly they should just make it so he does start with a super, but if he uses it to dash, he loses his spawn shield

They just reverted it,he did get his super back/keep the amount of supercharge he had before he dies.
He was very annoying on release,if he gets defeated he'd just super back with protective shield on.

While I love this buff, I think they are doing something with chuck. Like Adrian addressed him with kit in that one Reddit AMA and I think Chuck is going to be actually reworked next update, so they are buffing him currently to keep him in the meta…. It’s just theory though!
