Wrong. Churchhill wanted Ireland as a theatre of war. Had that happened and a largely undefended Ireland had entered the war by handing over the highly contentious Treaty ports, Ireland would have been bombed flat by the Germans. And all this despite the fact that Churchill already had more than ample navel anchorage and access to the Atlantic along the coastlines of Scotland England and especially Northern Ireland. With the Irish government depite its neutrality also offring covert access to the Western Atlantic-zone through what was known as the Donegal corridor
Churchill as a less than an honest broker even offered the Irish government Northern Ireland if they agreed to what he wanted. And that without the agreement of the Northern Irish Government. The Irish government refused as to do so would have immediately led to a bloody civil war with Northern Ireland
The actual outcome was that any advantage the Treaty ports might have provided was negated by the Germans taking France in 1940 with easy access to all shipping lanes around both Britain in and Ireland.
