To be fair, Minor was usually a training rank, and most did go on to promotions, either aboard ships or as pilots, if not the standard military rank. We just happen to only go up against the ones who we kill

To add on to the Elite Ultra being referred to as a captain, LET ME EXPLAIN haha.
The Elite Ultras in Halo Reach was the soft upgrade from the standardized captains seen in previous games. And fall into the same rank.
"Captain" is just the rank of the Elite. Same as the Elite officers falling into being "Majors"
The Sangheli ranking system goes up just about as you expect. With Minors, Majors, Captains, and so forth!
