Diego Brando is a total menace considering his OP ability (Timestop) and his immeasurable intelligence that was able to outsmart Johnny every moment in their fight, but he gets downscaled hard by the power level of the part 7 universe where bullets are seen as threats meanwhile in main universe they’re a joke.
If it’s not for this then Diego would for sure be way way higher.
