If I were the employee, I'd prefer the first manager, by far. With the second, I would know I'm being reprimanded, but wouldn't be able to gage how badly I messed up, making the interaction much more stressful. At least with the first one I know where I stand.
One thing the second one did better though, was explain why its important to keep things clean, instead of just ordering him to do it
