I can’t speak for all planters, but generally those without drainage holes are called cache pots, and are essentially a glorified saucer - you sit the slightly smaller plastic pot (which has drainage holes) inside of the cache pot.
They’re often used as indoor planters for a more sleek look and because they can often be a bit neater to maintain in an indoor space 😊 (source: installing plants is part of my job as a horticulturist)
But I do feel your pain! Sometimes there’s a gorgeous planter that I want to plant directly into and it’s a cache pot.

LOL, Why would you worry about expired tags in KC/Lawrence? I saw one the other day around here that expired in 2021. They just don't care anymore; it's like the wild west.

I love the spiral and driving with expired tags is definitely something I would do for the clay. 😂 I'd probably explain that if I was pulled over

Those drainage trays can be multi-purpose: I can see using one of them on the dinner table to hold a side dish such as deviled eggs or for using a trivet for hot but not very large dishes or bowls taken out of the oven.

I dont use trays for my plants. I have a snake plant, a euphorbia and i just a baby aloe from a friend. They literally love to be ignored, and i water them once a month. I cant tell you how crazy it is to watch a plant flourish because its being ignored lmao but i do talk to them everyday 🤣
