This took me WAY too long to figure out, but I was thinking “Man, Richie sounds like Myron from Fallout 2”. I look it up and boom, it is Jason Marsden. I also didn’t know this, but Jason was also in Skyrim as a couple of characters, but most notably being Agmaer. AKA the Dawnguard recruit that joins you the first time you go to the Fort. This guy has some crazy range.

It’s an analogy for drugs. Richie wants to feel important, he needs the powers for that. Once he gets his powers back, feels in control again and it corrupts him. So on, so forth, the crack epidemic of the 1980s.
