So let’s just say this is a sub panel in a separate building 100’ away from the main structure.. With four wires coming in and all the neutrals/grounds isolated and no bonding screw installed does it need to have a ground rod at this structure Mike?
I thought it grounds back at the main panel hence the reason for the fourth (green) wire..

Why does the type of GEC, override the sizing of the GEC as a function of the amps of the circuit? Is there any physical basis of these rules, or is it just an accumulation of centuries of arbitrary human bias?
