I went to a small school in NYC specialized in surfacing (painting, hand printed wall paper, gold leafing, etc.). A good restorer would fill in what was missing and match everything so you wouldnt even be able to tell.

With reversible conservator paints, filling in what may have been there for that particular piece but for the ones with more substantial damage that would require a lot of guesswork from the conservator, I’d go with the neutral patch.

I’m biased but I love the look of the damaged ones. People are saying to use conservators paints but personally, the fact that they’ve been damaged is part of their history now.

Fill in what might have been there using paint just a shade lighter than the original so that it is possible to see what is restored and what is original. But, honestly, you should ask a Scottish museum what they would do in this situation because it is part of their culture history after all. 🤔
