Yeah but the sole reason we use Big O notation is because it only makes sense to define algorithms by their worst case. If we did it by the best case, bogo sort would be one of the fastest ever, as it's completely random, and has a small chance of sorting the list in one go. But the worst case for bogo sort is spending an infinite amount of time trying to sort a list, so it's not used, because it's literally the worst possible algorithm.
