425 is a 30 year old woman with intellectual & developmental disabilities who is turning out to be one of the most powerful Scps to ever exist. Originally thought to mainly have mind control abilities, her psychic abilities are not limited by the boundaries of reality, and she's slowly discovering that she can use her abilities to give herself any ability she chooses and she's been subconsciously adding to her abilities all along and didn't realize. (Mind control is her favorite power to use of course.) She could already be controling the whole world and we wouldn't even know it. π
